Downtown Development Authority (DDA) The Downtown Development Authority (DDA) is a separate corporate entity created by the City Council under Michigan Public Act 197 of 1975, as amended. In compliance with the Act, the DDA is the managing entity for development and financing activities within an established district. These development and financing initiatives are intended to reverse the pattern of deterioration in the downtown area and to plan for and implement certain public improvements that are considered necessary for future economic growth.The City Manager of Wixom serves as the Executive Director of the DDA.
